A Canadian man has pleaded guilty to sending supplies to British victims to help them commit suicide.

Today, Kenneth Law, 60, of Mississauga, Canada, pleaded guilty to 14 counts of assisting suicide in Newmarket Court, Canada.

Law is a suspect to the National Crime Agency for criminal offenses relating to the death of a British individual who purchased suicide aid items from a website set by Law.

The NCA investigation began in April 2023, when information was received that 286 people in the UK had purchased products from a Canadian-based website selling substances and other items to assist suicide.

Officers were able to disseminate this information to 43 police forces across the UK as quickly as possible to carry out welfare checks on recipients of the substances. A total of 112 deaths were investigated in our investigation.

Since April 2023, the NCA has been in close communication and liaison with its Canadian counterpart. At an early stage, they confirmed that no cases outside their jurisdiction would be included in the investigation or prosecution.

As Law’s trial in Canada approached, the NCA began sending files of evidence to prosecutors for a charging decision so an extradition request could be made to bring Law back to the UK.

During this time, the NCA learned from Canadian authorities, through the CPS, that Law would plead guilty to a charge of abetting suicide in Canada. Canadian prosecutors have asked for his crimes in the UK to be taken into account at sentencing as part of an agreed sentencing fact to increase the sentence he received in Canada.

After very careful consideration and assessment, the NCA agreed to give evidence at the inquest to enable Law to be sentenced for his full offenses through a single proceeding in Canada.

After pleading guilty today, the judge will consider the full extent of Law’s criminal conduct, including the consequences of his actions leading to the deaths of people in this country and ensuring that every victim and family in the UK sees justice.

The decision, jointly agreed by the CPS, means the harm suffered by victims in the UK will be included as part of Law’s sentence in Canada and he will be sentenced for his crimes globally.

Law is scheduled to be sentenced in Canada later this year.

Craig Turner, Deputy Director of Investigations at the National Crime Agency, said: “Kenneth Law believed he was untouchable in his criminal enterprise, which exploited vulnerable people around the world at a time when they most needed support. Instead, Law encouraged his victims to commit suicide using items they had purchased from him, attempted to cover his tracks with detailed instructions to ensure police would not get back to him, and behaved arrogantly when attempting to justify his actions.

“The NCA has been working diligently to investigate Law over the past three years and following his guilty plea in his case in Canada, the NCA and the Crown Prosecution Service took a joint decision to include Law in his Canadian proceedings for cases involving deaths that occurred in the UK.

“This decision is possible because of the strength of the NCA’s investigations, and the UK is the only country with an investigation detailed and mature enough to be included in the Canadian indictment.
