President Biden speaks on ‘Flexible Runway’ at PDX, White House says

The President will highlight the PDX project that has seen $3.75 million in federal funding

PORTLAND, Oregon (KOIN) – New details are emerging regarding President Joe Biden’s upcoming visit to the Pacific Northwest, which will include a layover at Portland International Airport Thursday afternoon to boost investments in legacy infrastructure across the region.

The president is expected to deliver his remarks around 2 p.m. at the Portland National Guard Air Force Base. According to the White House, his speech will highlight the trillion-dollar infrastructure plan he signed into law on November 15 and how that fits into an ongoing project at PDX to ensure runways can survive earthquakes.

This project received $3.75 million in federal funds and was announced on March 21 by Oregon US Senators Jeff Merkley and Ron Wyden, and US Representative Earl Blumenauer of Oregon’s 3rd congressional district.

Chris Major, deputy White House press secretary, told KOIN 6 News. “He knows that Portland is prone to weather like you’re going through right now, but also earthquakes, and it’s important that our nation’s infrastructure is able to withstand weather events.”

According to Major, Biden might tap into broadband internet and rid the country of its mains. After the speech at PDX, he is scheduled to meet with donors and supporters at the Portland Yacht Club, as first reported by Willamette Week.

The president’s infrastructure-centric trip comes about one week after US Senator Maria Cantwell (D-Washington) toured the Washington-Oregon Highway 5 to talk about a project to replace it.

Mayor Van McInerney-Ogel of Vancouver and a representative of the I-5 Bridge Program joined to replace senators on April 13 to discuss whether federal funds from the infrastructure package could be used.

The bridge, a critical point along the main shipping lane connecting Portland to Vancouver, is more than 100 years old. According to KOIN 6 News partner The Portland Tribune, it relies on old underwater wooden trusses which makes it vulnerable to collapse or serious damage during an earthquake.

Although Oregon and Washington currently split the bridge’s maintenance cost — an estimated $1.2 million annually — details about how to fund its replacement are up in the air and the source of some contention among local leaders.

While the president has highlighted the I-5 bridge in promoting the infrastructure law before, it is unclear whether he plans to speak about the project on Thursday. He is scheduled to meet with Wyden and Governor Kate Brown.

The visit would also be the first time in nearly seven years that an incumbent US president had come to Portland – when then-President Barack Obama appeared at a Nike event.

The last time Biden was in Oregon for a fundraiser was during the 2020 presidential campaign. In 2014, when he was vice president under Obama, he made an impromptu visit to the original Salt and Straw in Northeast Portland. Shelley Larkins remembers the procession that blocked Alberta Street.

“It created a lot of traffic but it was worth knowing it’s in our area,” she said.

The Portland police office told KOIN 6 News it was not sure what routes, if any, would be affected by a Biden visit, but that the processions “travel fast and the interruptions are short.”
