In a year in which more than 1.2 million lives have been lost in a deadly coronavirus pandemic, 194 WHO member states are expected to adopt a resolution to strengthen emergency preparedness EB146.R10, at the renewed 73rd World Health Assembly.

The draft resolution renews the commitment to better prepare for health emergencies such as COVID-19, through “full” compliance with international health regulations (2005).

It calls on Member States to “dedicate domestic investment and current spending and public funding to health emergency preparedness” and to “improve government decision-making processes and improve institutional capacity and infrastructure for public health”.

It calls on the global health community to ensure that all countries are better equipped to detect and respond to cases of COVID-19 and other communicable diseases.

Over the past two days, Committee A – which deals mainly with program and budgetary issues – has reviewed the findings of the Director-General’s report on the work of the WHO in health emergencies (A73 / 11) and on the implementation of International Health Regulations (2005)A73 / 14).

It heard interventions by the Chair of the Independent Monitoring and Advisory Board (IOAC) for the WHO Emergency Health Program and the Co-Chair of the Independent Pandemic Preparedness and Response Committee (IPPR), established by the WHO Director-General. in accordance with Health Assembly Resolution WHA73.1 (2020).

On Tuesday, Committee A concluded with a recommendation to the Health Assembly to adopt the proposed Resolution.

In the meantime, Committee B – which deals mainly with administrative, financial and legal issues – recommended WHA73 to adopt two draft decisions approving the global digital health strategy and accepting the external auditor’s report (A73 / 27), as well as a draft resolution on the revision of the WHO Director-General election process in relation to the transitional period between the election of future Directors-General and their inauguration.

All resolutions and decisions that committees recommend for adoption will be included in their reports in plenary and discussed on Friday.
