Cross-district choice has destabilized many rural districts. And for districts that lose a significant share of their students, it has limited their program offerings, said David Arsen, a professor emeritus at Michigan State University who has studied rural schools and the impact of declining enrollment.

The storyline takes place in mid-Michigan, where the Clare district serves students from Harrison Community Schools and Farwell Area Schools.

Nearly a fifth of Harrison's students are leaving the district, including 121 going to Clare, and nearly a third of Farwell's students are leaving, including 314 going to Clare.

Parents recognize their power as consumers in this market, Harrison Superintendent Judy Walton told Bridge.

Nearly $10,000 in state aid follows each student, making transfers crucial for some districts in a state where overall enrollment is slowly declining.

We live in an area that has a pretty low socioeconomic status, as a county, one of the poorest in the state, said Forsberg, the Clare superintendent. And I think Clare in particular has been fortunate to maintain programs that interest other students.

In Harrison, Walton said she felt compassion for families who didn't have a great choice of public schools. This has sometimes led school districts to act almost like college recruiters. Walton said the local superintendents have a working relationship. His district's new strategic plan, however, includes marketing.

Some neighborhoods are more aggressive. Walton said a district north of Harrison, not Clare, placed an ad in a local newspaper to encourage transfers.

“I would never do that,” Walton said.
