Delays approving new jobs put the ministers in a prompt position, explains the ex-whip

Delays in the approval of new jobs have left the former minister forced to choose between missing mortgage payments and breaking the rules, said an ex-MP.

The former conservative whip Ruth Edwards said that the Corporate Enterprise Advisory Committee (ACOBA) had placed it in a position invited by taking more than two months to sign a new job.

She told the AP news agency: I am essentially told to choose between not paying my mortgage and breaking acoba rules, which is not an excellent choice.

The former ministers are required to ask ACOBA advice before taking another job within two years after leaving the government, a process intended to prevent them from incorrect their knowledge or their contacts on Whitehall, or seeming to be rewarded for past favors.

In the case Ms. Edwardss, Acoba published a letter on Wednesday evening saying that she had broken the rules after having announced prematurely the training of a council, 10 years in advance.

But in the correspondence published in parallel with Acobas' decision, she said that she did not intend not to follow the advice but had started certain preparatory work due to the delay in the decision of her request for advice.

Although the process was supposed to take six weeks, she had still heard anything two and a half months after submitting her request on January 6.

Ms. Edwards is not the only former minister affected by delays in Acoba, who would be due to short staff and long expectations for information on the candidates of the ministries.

Sir Marcus Jones, who was the assistant vice-chief between 2022 and 2024, also received a reprimand of ACOBA for having set up his own business before receiving the committees advice.

In his own letter to Acoba, he said: in good faith, I waited almost six weeks and I had received nothing more than an initial recognition from the secretariat.

My job possibilities will become compromises, because I am sure that you will appreciate, supporters in perspective (sic) will not indefinitely expect a job offer to accept.

In response, the president of ACOBA, Lord Eric Pickles, noted difficult personal circumstances of Sir Marcuss, but added that the rules did not allow candidates to decide to take a role without asking for advice and reception.

Addressing PA, Ms. Edwards also said that she knew other former ministers who had started working in secret or called Acoba in a last minute panic to request the approval of their new positions.

She said: the vast majority of former government ministers wish to comply with the rules that have been established for us. The only point I was trying to emphasize is that we are placed in a slightly invalid position where we have to take a very long period without salary.

We could all name ancient ministers who have a great independent personal wealth in their name, but most of us do not do so.

We are ordinary people, we have made ordinary jobs before politics and we try to return.

An Acoba spokesperson said: the ministerial code clearly indicates that the former ministers must wait and respect the councils of Acobas and not do so is therefore a violation of the rules.

Acoba has treated an unprecedented number of cases since the election. When there is a delay in receipt of the necessary information from the former department of ministers, we will inform the candidates.
