Chakma groups call for PM Modis to intervene in illegal Niz Mizoram
Political leaders and NGOs belonging to the Chakma community demanded the intervention of Prime Minister Narendra Modis for having put an end to the illegal national register of citizens (NRC) led by the Mizoram government to identify suspected foreigners.
The exercise specifically targets minority Chakmas, a team said on Monday that submitted a joint memorandum to the Prime Minister.
The team led by Rashik Mohan Chakma, executive member of the Chakma Autonomous District Council (CADC), included the only BJP legislator at Mizoram Buddha Dhan Chakma and the party's national council member, Nirupam Chakma.
They said the Mizoram government has so far led the NRC, neither sanctioned by the Center nor by the Supreme Court, in at least 14 Chakma villages in the Mizorams Lunglei district. No such survey has been conducted in any village inhabited by the Mizos, who account for almost 90% of the population of the states.
The Lunglei District Administration issued a notice on February 11 to village council presidents asking them to participate in the illegal CNR under the guise of checking and identifying unauthorized settlements as well as providing accommodation, food, translators, etc., to members of the investigation team.
Worse than Assam NRC
Hundreds of villagers from Chakma had to queue and fill out the form for identifying new settlers in Mizoram and verifying their nationality and providing documents proving their citizenship such as the voter card, the Aadhaar card, school certificates and information on previous residential addresses, etc., as well as the duly completed survey form. Worse, the poor villagers of Chakma had to provide food, shelter and translators to the officials, Chakma leaders said in their joint memorandum.
The Mizorams NRC team has six more questions than Assam, the team said.
These are: place of birth, religion, brief history and names of the last villages settled with their period of stay, permanent address in the country of origin, physical characteristics such as size, hair and eye color and distinguishing marks, and the ground or basis for registration on the electoral list in accordance with Form 6 by the person responsible for electoral registration and the deputy person responsible for electoral registration.
Leaving the Mizos aside and focusing only on the Chakmas was nothing other than racial profiling based on religion and ethnicity, said Chakma leaders. .
The Chakmas are Buddhist while almost all Mizos are Christian, a majority of them Presbyterian.
Chakma leaders urged Modi to abide by his statement on the Ramlila field in Delhi on December 22, 2019, that since his government came to power in 2014, there has been no discussion on the NRC.
Chakma political leaders and NGOs urged the Prime Minister to intervene immediately in the matter by asking the Mizoram to end the illegal NRC and issue a notification that no state government or Union territory administration should only carry out an NRC or NRC type investigation or exercise to identify suspected aliens.
They also urged Modi to ask the government of Mizoram not to use the data or documents obtained during the illegal NRC for any purpose and that a high-level central team be dispatched to investigate the incident. Investigation targeting the Chakmas.
