People who were displaced by the earthquake in Rassa are still waiting for resettlement

It’s around noon. A poorly built hut with a tin roof burns in the sun. Lalu Maya Tamang, who is in her early thirties, fanning herself with a notebook to beat the unbearable heat.

“We can’t stay inside the hut in the afternoon. We have to endure similar hardships in the cold,” said Lalu Maya, who has been displaced by the earthquake and suffering in the dilapidated shack of my aunt in Uttargaya Rural Municipality-5, Rasua, for the past seven years.

The Lalo Maya family of four took up residence in a temporary settlement after the 2015 earthquake destroyed their two-story stone and mud house in Uttarjaya-1. She has two young daughters. Lalu Maya and her husband are daily wage earners.

“We were staying in the hut in tatters. We have been waiting impatiently for resettlement for the past seven years, but to no avail. We cannot go back to our ancestral settlement because it became prone to landslides after the earthquake,” Lalo Maya said. “We are left reeling. The government is indifferent to our hardships and sufferings. We may have to spend our whole lives in temporary shelter.”

Approximately 174 families displaced by the earthquake are staying in a temporary shelter in Khalteh. The settlement is located on the bank of the Tricholi River. The temporary settlement is also highly vulnerable to flooding during the rainy season. He entered the river, which flooded the settlement two years ago.

“We can’t sleep well during the monsoon season. We stay awake when it rains heavily. We shiver in winter. We live in such hardships but the concerned authorities are indifferent to our plights,” said Cheju Tamang, another earthquake displaced person. The people displaced by the earthquake complained of their lack of faith in the government authorities and the people’s representatives to solve their problems now. “Gradually we lose confidence in the government and the leaders because they only make their commitments but never carry them out,” Lalu Maya said.

According to the District Administration Office in Rasua, the government has already acquired a plot of land for the establishment of an integrated settlement for 103 displaced families in the Talo Bahirbisi district. However, the construction of the integrated settlement has not yet begun.

Raswa District Chief Nebraj Jessi said construction of the integrated settlement will begin after local elections on May 13. “The district administration is well aware of the plight of the earthquake displaced,” Al-Jaisi said, adding that efforts are underway to obtain land to resettle the 71 families displaced from Khala village remaining from the earthquake. However, he does not have a definitive answer as to the reason for the delay in the resettlement process.

A technical team from the then National Reconstruction Authority studied the terrain weakened by the earthquake in Rasuwa and the areas where displaced families were relocated a few months after the 2015 earthquake. The team recruited 70 places that were at risk of landslide and recommended moving the settlement to other areas. The team said 30 of the 70 settlements are at high risk of landslides and should be moved immediately.
