Portland again agrees to restrictions on fossil fuel stations

PORTLAND, Oregon (AP) – The Portland city council has voted again to limit the expansion of fossil fuel stations in the city.

Mayor Ted Wheeler said Wednesday’s move will boost efforts to take action against climate change and help protect the city in the event of an earthquake in the Cascadia sub-region, Oregon Public Radio reported.

Dan Ceres, director of the Columbia River Keeper Conservation, called it an “important first step to protecting the health, safety, and climate of Portlanders.”

The zoning code change prohibits the construction of new fossil fuel stations and prevents the expansion of 11 existing terminals in Portland.

The existing plants are collectively referred to as the Center for Critical Energy Infrastructure. The area—along the bank of the Willamette River in north Portland—is home to nearly 90% of the gasoline, diesel, and jet fuel used in Oregon and southwestern Washington.

Many of the tanks were built before scientists fully understood the area’s seismic weakness. The tanks sit on soil that researchers say will likely collapse during the Cascadia subduction earthquake.

A study commissioned by the city of Portland and Multnomah County in 2020 found that between 95 million and 194 million gallons of fuel could be released in a major earthquake. The study also said the fuel would be blown into the air and into the Willamette River, causing $359 to $2.6 billion in damage.

The city passed a similar law in 2016 but industry groups have appealed to the Oregon Supreme Court. The case eventually reached the state’s Land Use Appeal Board, which ruled that the city needed to amend the ordinance to align with the city’s land use policies.
