Jokowi Signs Presidential Decree, IKN Development Boosted MEDIA KALTIM

Jakarta – Indonesian President Joko Widodo signed Presidential Regulation (Perpres) Number 75 of 2024 regarding the acceleration of the development of the Archipelago Capital (IKN). This regulation generally regulates the provision of incentives to potential investors who participate in the construction of services and facilities in the IKN.

According to a copy of the presidential decree published on Friday on the Legal Documentation and Information Network (JDIH) page of the State Secretariat of the Ministry of State Secretariat in Jakarta, the government provides incentives and business license facilities to business actors who carry out the development, provision and management of basic or social services and commercial facilities.

In this regulation, which was officially promulgated on July 11, 2024, business licensing incentives and facilities are provided through the Archipelago Capital Authority (OIKN), ministries/institutions and regional governments in accordance with statutory provisions.

In Article 5, paragraph 1 of this presidential decree, the head of the OIKN, namely PUPR Minister Basuki Hadimuljono, is appointed as interim. The head of the OIKN may determine the pioneer economic actors with the criteria of having expressed interest and signed a “letter of intent” with the OIKN. The pioneer economic actors who participate in the development of IKN with sources of funding outside the APBN are also willing to start implementing the development of IKN no later than five years after the enactment of Law Number 21 of 2023 concerning the National Capital.

In Article 7, pioneer economic actors may be charged a fee for the management of assets under control (ADP) by the OIKN of up to IDR 0 or with payment in installments. Incentives for economic actors are also provided in the form of guarantees regarding the duration of land rights mentioned in Article 9.

In Article 9, paragraph 2, the right to cultivate is granted for a maximum period of 190 years which is divided into two cycles, namely 95 years in the first cycle and 95 years in the second cycle.

“The right to commercial exploitation is for a maximum period of 95 years during the first cycle and may be granted again for a second cycle for a maximum period of 95 years depending on the criteria and evaluation stages,” reads Article 9, paragraph 2 of the Presidential Decree. Decree.

At the same time, the government also guarantees building usage rights for a maximum period of 80 years in the first cycle and can be granted again in the second cycle for a maximum period of 80 years, for a total of 160 years for the HGB.

Building usage rights are also granted for a maximum period of 80 years in the first cycle and an additional 80 years in the second cycle. The three land rights are granted on the basis of evaluation criteria and stages.

The government also regulates the sale value of tax objects (NJOP) which will be determined by the OIKN when organizing the special regional government. The accelerated implementation of the development of the IKN aims to form a livable urban ecosystem, especially in the central government core area.

IKN CENTRAL ZONE COMPLETED IN AUGUST

IKN curator Ridwan Kamil said the central area of ​​the new capital, which is equivalent in area to the National Monument (Monas), Jakarta, is expected to be completed “God willing” in August.

“To say it is complete means the State Palace and the buildings around it. “So, don’t be fooled into thinking that IKN has fixed everything, it took decades, but the central area as big as Monas, God willing, will be completed,” said RK from ANTARA Heritage Center (AHC), Jakarta. , Friday (12/7/2024).

He invited the public to come and see first-hand the progress of the development of the IKN core area. “If you only consume the news and never come to see it, it's different from seeing, isn't it, that's why the term seeing means believing,” he said.

During a visit to the IKN on Thursday (11/7), he said that the task of a curator is to ensure that development is in line with the vision and mission. Therefore, he checked the central area again.

“I checked the presidential palace, rooms like Monas, the square like that, I also checked the buildings around. “Just connect the water from the lake, the water supply should be under control,” he said.

He explained that the water supply to the central area of ​​IKN takes time and is expected to be completed within a month. “The water is already in the lake, but the pipelines will take time. “So, sorry, it's like Jakarta, Jatiluhur is ready, but the towing from Jatiluhur to Jakarta is still ongoing,” he explained.

According to him, the IKN water is the same, the lake already exists, but the attraction to the core is still ongoing. “Everything is being done, Pak Basuki (Minister of Public Works and Public Housing) has promised that everything will be completed within a month,” he said.

Preparations for the Independence Day of the Republic of Indonesia on August 17, he continued, will be spectacular because it is a historical event in which Jakarta is no longer the capital. However, construction work at IKN will be stopped on August 10 to support the event.

“It's more of a security issue. So, in preparation for August 17, the paskibraka have to practice marching, right? “The security of this ceremony is that if there are still a lot of people, it will disrupt traffic, etc.,” he explained.

“So, if Mr Basuki said he would close first, it was actually to ensure that there would be no disruption to the ceremony on the 17th. “That is why we pray that everything goes well so that we can witness this historic event as a success,” he added.

THE TRAIN WITHOUT TRAINS ARRIVES AT THE END OF JULY

Minister of Transportation (Menhub) Budi Karya Sumadi said the Autonomous Rail Transport (ART) train series is expected to arrive in the Indonesian capital (IKN) at the end of July 2024.

“The autonomous rail transport (ART) or autonomous tram series is expected to arrive in the Indonesian capital (IKN) at the end of July and operate in August 2024,” Budi said while inspecting the location of the autonomous tram line on Jalan Sumbu Kebangsaan in the Central Government Area (KIPP) in North Penajam Paser, Friday.

The Minister of Transport said that a series of autonomous trams had been shipped from China in early July 2024. According to calculations, the shipping ship carrying the autonomous trams would arrive at the port of Balikpapan.

“And it is expected to arrive at IKN by the end of July 2024, once the customs process is completed. “So it is certain that the autonomous trams will be able to operate in August 2024,” the transport minister said in a statement in Jakarta.

The Minister of Transport explained that once they arrive at IKN, the components of the autonomous tram will be assembled and will begin to be tested internally. Then, the preparation and implementation of joint tests will also be carried out, followed by the implementation of a Proof of Concept (POC) in August 2024. The planned showcase or performance will take place from October to December 2024.

“I hope that this schedule can be realized as planned and that IKN's autonomous tram can truly inspire other cities in Indonesia in terms of developing smart transportation,” the Minister of Transportation explained.

According to the Minister of Transportation, autonomous trams are a step forward in the use of new technologies in the world of transportation in Indonesia, namely trackless trains. Autonomous trams operate using batteries and their operation is guided by reading road markings via sensors. These vehicles are therefore effective in reducing greenhouse gas emissions and fossil energy consumption.

The Minister of Transport also explained that the road of the National Axis, which the autonomous tramway will cross, has a very smooth texture, which will certainly make users and passing passengers comfortable.

Meanwhile, it was also decided that the PUPR Ministry would immediately build bus stops to support the operation of the autonomous tram. “It is interesting to note that the bus stop that will be built will not only be useful as a place for picking up and dropping off passengers, but will also function as a charging point,” the Minister of Transport concluded.
