Jakarta – Indonesian President Joko Widodo signed Presidential Regulation (Perpres) Number 75 of 2024 regarding the acceleration of the development of the Archipelago Capital (IKN). This regulation generally regulates the provision of incentives to potential investors who participate in the construction of services and facilities in the IKN.

According to a copy of the presidential decree published on Friday on the Legal Documentation and Information Network (JDIH) page of the State Secretariat of the Ministry of State Secretariat in Jakarta, the government provides incentives and business license facilities to business actors who carry out the development, provision and management of basic or social services and commercial facilities.

In this regulation, which was officially promulgated on July 11, 2024, business licensing incentives and facilities are provided through the Archipelago Capital Authority (OIKN), ministries/institutions and regional governments in accordance with statutory provisions.

In Article 5, paragraph 1 of this presidential decree, the head of the OIKN, namely PUPR Minister Basuki Hadimuljono, is appointed as interim. The head of the OIKN may determine the pioneer economic actors with the criteria of having expressed interest and signed a “letter of intent” with the OIKN. The pioneer economic actors who participate in the development of IKN with sources of funding outside the APBN are also willing to start implementing the development of IKN no later than five years after the enactment of Law Number 21 of 2023 concerning the National Capital.

In Article 7, pioneer economic actors may be charged a fee for the management of assets under control (ADP) by the OIKN of up to IDR 0 or with payment in installments. Incentives for economic actors are also provided in the form of guarantees regarding the duration of land rights mentioned in Article 9.

In Article 9, paragraph 2, the right to cultivate is granted for a maximum period of 190 years which is divided into two cycles, namely 95 years in the first cycle and 95 years in the second cycle.

“The right to commercial exploitation is for a maximum period of 95 years during the first cycle and may be granted again for a second cycle for a maximum period of 95 years depending on the criteria and evaluation stages,” reads Article 9, paragraph 2 of the Presidential Decree. Decree.

At the same time, the government also guarantees building usage rights for a maximum period of 80 years in the first cycle and can be granted again in the second cycle for a maximum period of 80 years, for a total of 160 years for the HGB.

Building usage rights are also granted for a maximum period of 80 years in the first cycle and an additional 80 years in the second cycle. The three land rights are granted on the basis of evaluation criteria and stages.

The government also regulates the sale value of tax objects (NJOP) which will be determined by the OIKN when organizing the special regional government. The accelerated implementation of the development of the IKN aims to form a livable urban ecosystem, especially in the central government core area.

IKN CENTRAL ZONE COMPLETED IN AUGUST

IKN curator Ridwan Kamil said the central area of ​​the new capital, which is equivalent in area to the National Monument (Monas), Jakarta, is expected to be completed “God willing” in August.

Preparations for the Independence Day of the Republic of Indonesia on August 17, he continued, will be spectacular because it is a historical event in which Jakarta is no longer the capital. However, construction work at IKN will be stopped on August 10 to support the event.

Minister of Transportation (Menhub) Budi Karya Sumadi said the Autonomous Rail Transport (ART) train series is expected to arrive in the Indonesian capital (IKN) at the end of July 2024.
