Large scale emergency exercise simulating a lower mainland earthquake

Canadian Province and Public Safety begin large-scale emergency preparedness exercises in British Columbia with a simulated alert sent to participants of Exercise Coastal Response 2023.

At 6:18 a.m. on Friday, February 3, 2023, the Department of Emergency Management and Climate Preparedness (EMCR) sent an earthquake simulation report to emergency operations centers participating in the February 7-9 exercise in response to a simulated 6.8 magnitude earthquake that will affect the lower mainland.

Over the next several days, we will be conducting a large-scale, multidisciplinary exercise to test and strengthen our emergency plans so that we can help preserve The safety of people and communities in the event of an actual earthquake.Management and preparedness for the climate.“While the province, the federal government, and our emergency management partners work together to ensure we are always prepared to respond, individuals and families are also being reminded to make sure they have emergency kits ready in their homes.”

The exercise involves nearly 200 participating organizations and begins four days after a simulated earthquake off the coasts of Richmond and Tsawwassen, which includes a large population and complex infrastructure, including major bridges, ports, airports, railways and highways.

The goal of the exercise is to test overall readiness, with a focus on interagency coordination and communication, for large-scale earthquakes and other emergencies. The exercise will also test the province’s immediate earthquake response strategy, which was updated in the fall of 2022.

In British Columbia, the exercise will be coordinated between EMCR’s three Emergency Operations Centers: the Provincial Emergency Coordination Center, the Southwest Regional Emergency Operations Center (PREOC) and the Central Region PREOC. Public Safety Canada will coordinate the simulated federal government response through Emergency Operations Centers and participating personnel from Ottawa and at the regional level. An estimated 50 operations centers will be activated across the county, including First Nations, local government, ministries, industry partners and NGOs.

The 2016 Coastal Response exercise was British Columbia’s first large-scale earthquake and tsunami response exercise, based on a magnitude 9.0 earthquake from the rupture of the Cascadia subduction zone, about 150 kilometers off the coast of southwestern British Columbia.
