Studies show that vaccine-preventable illnesses persisted in ICE detention centers – YubaNet

Between January 1, 2017 and March 22, 2020, researchers identified 1,280 cases of influenza, 1,052 cases of chickenpox, and 301 cases of mumps. There were 41 cases of influenza, 26 cases of chickenpox, and 12 cases of mumps.
“These numbers are pretty shocking and of great concern,” said Nathan C. Law, MD, a trainee and public health scientist at the University of California, San Francisco. “They suggest that these vulnerable people are at very high risk of these infections while in custody.”
Given how widespread the outbreak was, Mr. Law said federal officials should provide vaccination to both adult and child migrants as soon as they are brought to a detention center that is not currently in operation. “When people are crowded and access to health care and vaccines is inadequate, these containment centers mature to accelerate the outbreak of infectious diseases,” said Law.

When the investigation began in January 2017, only a handful of centers reported cases of chickenpox, flu, or mumps. By the end of March 2020, 17 of the 22 ICE detention centers under consideration had one or more of the three viruses.
At one facility, chickenpox continued for 33 months and was infected with the influenza virus all year round. Mumps occurred in many centers. Both chickenpox and mumps are relatively rare in the general population, and the flu usually circulates in winter, but not all year round.
Almost half (44.7 percent) of infections occurred at the South Texas Family Residential Center. An additional 16.5% occurred at the Port Isabel Service Processing Center, also in Texas.
Given the number of outbreaks they found and how long they lasted, experts say that the virus spreads through the movement of migrants between containment centers and makes infected people very sensitive to these diseases. “Usually, migrants are detained, detained for a few days and then transferred to another center,” Lo said. “People’s movement is probably a big contribution. If not, how do you get so many outbreaks in so many centers with less common infectious diseases?”
This study probably underestimates the number of infections. Scientists were only able to obtain data from 22 centers with an ICE electronic health record system and served by ICE Health Service Corps. It is a small subset of 315 facilities across the country, some of which are privately owned and contain detained migrants.
In addition, the data were not diagnosed because they were from ICE personnel at 22 detention centers who searched the medical records of detained migrants and found that they were diagnosed with chickenpox, flu, or mumps. Was overlooked.
“These are infectious diseases that can be prevented by vaccination,” Rho said. “These camps are at high risk of infectious diseases, so we need to change our policy to provide vaccines that can minimize preventable distress.”
