Amnesty International: Disabled Turkish earthquake survivors left behind by humanitarian responses – JURIST
Amnesty International (AI) released a report on Thursday detailing how people with disabilities were overlooked in displacement camps across Turkey in the wake of the devastating earthquakes that rocked the country in February.
In the aftermath of these earthquakes, more than 100,000 people were injured, many of whom lost limbs or suffered other life-changing injuries. An estimated 3.3 million people have been displaced, with approximately 2.3 million people sheltered in tents in displacement camps across Turkey. According to a joint assessment by Turkey and the United Nations, about 70% of these 2.3 million people are reported to have a disability.
According to the report, each of the displacement camps fails to adequately consider the diverse needs of persons with disabilities, particularly in their approach to resettlement. Matthew Wells, deputy director of research for Amnesty International’s Crisis Response programme, condemned the approach. Wells stated that “a ‘one-size-fits-all’ approach to emergency shelter arrangements excludes specific requirements for people with disabilities to live in dignity, and renders many of them unable to access relief on an equal footing.”
The report cited specific examples of disabled camp residents unable to access basic necessities such as sanitation, food or basic health care. The report highlighted that Turkey is a state party to the Convention on the Rights of Persons with Disabilities, and called on the Turkish government to fulfill its obligations under that convention. Specific calls made by the report included increased technical assistance for persons with disabilities to ensure they can access basic resources, increased medical supplies focused on treating persons with disabilities, and increased financial assistance for displaced persons with disabilities to ensure their human rights are preserved. .
The report concluded by calling on the Turkish government and international donors to prioritize the needs of earthquake survivors with disabilities, and to focus more efforts on making IDP camps compliant with the Convention on the Rights of Persons with Disabilities.
