Burnside earthquake-ready bridge would be mobile and could resemble other Portland crossings | Local and state

 


The Multnomah County Community Task Force has made recommendations on how the new Burnside Earthquake Bridge should look and function.

The task force, made up of about 20 community members, area business leaders and others, recommends an alternate long-span bridge – a lift-able bridge in the same location and length of the existing Burnside Bridge with a support structure over the bridge with longer spans, or distances, between the bridge pillars.

The county is seeking feedback from the community on the recommended bridge option, as well as what traffic management might look like during construction – the community action team recommends closing an entire bridge to save money and time during construction, rather than other options such as building a temporary bridge at an estimated cost of $ 90 million.

If the project is approved, it will go ahead with the design and construction will begin in 2024.

“The problem we’re trying to solve is that none of the downtown bridges are expected to be usable after this major earthquake,” said Mike Pullen, a spokesman for Multnomah County.

Scientists predict Oregon will be due to an earthquake of magnitude 9.0 or greater originating from the Cascadia Subduction Zone sometime in the next 50 years.

County engineers originally studied more than 100 options to create a seismically sound crossing in place of the current Burnside Bridge – a regionally constructed emergency route over the Willamette River.

These options were eventually narrowed down to four: modification of the existing bridge, creation of a taller fixed bridge that does not require lift for river traffic, the long-span bridge recommended by the task force and another long-span bridge that includes a new portion of the span spanning the bridge to Couch Street.

Pauline said the recommended long-range bridge had multiple benefits that made it the best choice.

“By having fewer columns (under the long bridge), we get a number of benefits – it makes it more earthquake-resistant, reduces cost and really opens up a space where there are currently a lot of columns under this 94-year-old bridge,” Pauline said.

He said the bridge would provide more space on the west side of the river for the Portland Saturday Market. On the eastern side, this bridge option includes the retention of the Burnside Skatepark, which will have to be demolished if a decision is made to modify the existing bridge.

Pauline said the long-term replacement option has the lowest construction cost compared to other options – estimated at $ 825 million.

Metro, the regionally elected government of Multnomah, Clackamas and Washington counties, transferred billions of dollars in transfer bonds to the November ballot that includes $ 150 million earmarked for the New Burnside Bridge.

The Multnomah County Board of Commissioners late last year decreed nearly three times the county vehicle registration fee to help fund the new bridge. The county vehicle registration fee, wrapped in the state registration fee that Oregonians pay every two years, is $ 19 a year currently. It would jump to $ 56 a year starting in January.

These two sources will finance about half the price of the proposed bridge construction budget, Bollen said.

He said the province hopes the remainder of the construction cost will come from state or federal funding.

“What you’re hearing in the transportation yard these days is that state and federal governments really want to see local governments, and they’re basically the owner of the project, which is Multnomah County in this case, they want to see us put our own money in,” Pauline said. “This shows them that we have invested in ourselves and that the project has community support.”

Pullen said the project has received support from the community, although he said the only concern the county had about the proposed extended span bridge was that it might change views of the downtown Portland area – specifically the Portland, Oregon landscape, in the old sign City – Since a long span bridge requires abutments over the bridge that the existing bridge does not have.

When the bridge reaches the design portion of the layout, it will have either a movable part to lift or pivot, depending on the design completed.

The county requires the community to consider recommended bridge and construction options through two surveys, the results of which will be returned to the community working group.

The task force’s recommendations will be included in the draft environmental impact statement that the Federal Highway Administration will release in early 2021.
