How gossip and conservative anger upset a White House staff search

Nothing is done until it is done, and it has always been true in Trumpworld and this is yet another of many examples, said a person close to the White House.

The DPC is a little known but influential office within the White House. During Trump’s tenure, various White House power centers competed to install allies to lead the council. The latest jockeying came after chief of CPD Joe Grogan, who had worked closely with acting chief of staff Mick Mulvaney, recently announced that he would step down.

Jared Kushner, Trumps’ son-in-law and senior advisor, nominated several people for the role, including Lyons and Rollins. Newly installed chief of staff Mark Meadows has floated the name of his own Stephen Miller, an influential immigration policy advisor. The chief of domestic policy was expected to play an important role in the president’s efforts to reopen the country in the midst of the coronavirus pandemic.

After several days of deliberation, it appeared that Kushner and Meadows had chosen Lyon to serve as acting director of the DPC for the remainder of Trumps’ term, while retaining his current role as White House staff secretary, a key official who manages the document flow to the president.

POLITICO reported on May 6 that Lyon had been selected, citing four people familiar with the decision, including two officials from the White House. The next day, another White House official did not dispute the appointment and made a comment.

Derek is a loyal and highly respected member of the White House Trump who worked to implement Donald Trumps’ political agenda for three and a half years as personnel secretary, the official said on May 7.

But the decision was apparently not final. And the news of Lyon’s likely appointment has frustrated some conservatives, given its former affiliation with the 2016 Jeb Bushs presidential campaign.

Lyons, a Harvard Law School graduate, began his career as a clerk to Brett Kavanaugh when the Supreme Court judge was a judge at the Circuit Circuit of Appeals in the United States for the District of Columbia. He then worked on Capitol Hill.

But it was his time with the Jeb Bushs campaign that made some conservatives suspect. His affiliation with Kushner also raised eyebrows, as Trumps’ son-in-law pushed for more moderate policies, including business-friendly immigration changes which hardliners say are too forgiving.

This is not what voters for #AmericaFirst signed up for, conservative commentator Michelle Malkin tweeted on May 6 using the hashtag #JaredKushnerIsNotMyPresident. Malkin described Lyon as someone who comes from the Jeb Bushs illegal immigration wing is an act of love from the GOP.

Last Friday, the White House official said that Lyon had never been officially proposed. But others at the White House thought that Lyon had the concert. The White House press secretary Kayleigh McEnany praised Lyon on Friday.

Another problem arose during the deliberations: Meadows and Kushner had not yet signed the Trump agreement on the appointment of Lyon when the news broke, according to two officials from the White House.

Chief White House official said Lyon and Rollins were finalists for the work, but the work was ultimately awarded to Rollins, in part because she could appear on television as part of the public role as director of the DPC .

By the end of this week, Rollins had been hired to head the DPC on an acting basis. The New York Times announced the appointment of Rollins for the first time Thursday evening. An official announcement is expected on Monday, according to the White House.

After the White House moved to Rollins to head the DPC, Lyon was elevated to the position of advisor, making him one of the president’s closest advisers alongside Hope Hicks and Kellyanne Conway, who have similar titles, although Conway is a senior advisor. The move was seen internally by some as a face saving measure and by others as Kushner’s attempt to lower the status of Conways. But the chief White House official said that Lyon had been promoted to give him an “expanded portfolio of political advice”.

Rollins is also director of the Office of American Innovation, an office launched by Kushner that handles various policy issues. Rollins and two others in this office, JaRon Smith and Theo Wold, were also considered for the position of DPC. All three have worked with Kushner on criminal justice reform and his long-term efforts to overhaul the immigration system.

Rollins, said Grogan, is a committed curator, a team player, very clever, not only in politics but also in communications. I don’t know there is a better choice.

Previously, Rollins was president of the Texas Public Policy Foundation, an Austin-based think tank partially funded by the Koch Brothers, and as principal assistant to Texas governor Rick Perry, who became the first secretary of Trumps Energy .

Kushner had previously suggested Rollins for the DPC post in late 2018, before the post was eventually transferred to Grogan.

Rollins has more credibility with some conservatives than Lyon on a number of issues, such as fiscal policy. But not everyone was satisfied.
