Whanganui District Council begins the process of issuing earthquake-prone building notices

Wanganui District Council staff are working to identify buildings vulnerable to earthquakes, and notices are set to appear on buildings at risk.

Under the Building Amendment (Earthquake Vulnerable Buildings) Act 2016, the Council manages earthquake-prone buildings in the area. The Act defines three seismic zones across New Zealand – high, medium and low – with Whanganui classified as a moderate seismic zone.

Regulatory and compliance manager Jason Shayler said the council's building monitoring team had identified earthquake-prone buildings within Whanganui's priority group of buildings and roads.

“Building owners have also had the opportunity to provide council with engineering assessments during this time, and we are now about to begin issuing earthquake-prone building notices to these owners.”

By the end of 2024, buildings vulnerable to earthquakes will have a notice that must be prominently displayed at all times on or adjacent to the damaged building.

The notices, approved by the Department for Business, Innovation and Employment, show a percentage of the New Building Standards (NBS) in force.

For buildings with an NBS rating between 0% and less than 20%, a black and orange border notice will be issued. For NBS rating between 20% and below 34%, the notice has black and white borders. For buildings with an unknown NBS rating, the notice has an orange border.

The council will distribute most of the notices to building owners by the end of 2024.

Owners of heritage buildings affected by the notices can apply for funding through the council's Heritage Grants Fund.

Professional seismic assessments, such as engineering reports, can be reclaimed through the Fund by up to 80% if the consultation is less than $15,000 (excluding GST), and up to 50% if the consultation is more than $15,000.

Once the notice was issued, building owners had 16.5 years to repair any areas that affected the main road, Shayler said.

“These areas are typically balconies, parapets and facades. The rest of the building, if identified as earthquake-prone, must be reinforced or demolished within 29 years. Individual notices will stipulate the time frames required for each building and/or part of the building.”
