President Putin has shown time and time again that he is not interested in such peace. In recent weeks and months, Russia has stepped up its attacks against Ukraine.

First, the indiscriminate use of glide bombs against Ukrainian cities was strengthened. Last week, the United Nations announced that the civilian death toll since February 2022 had surpassed 10,000 and more than 18,500 wounded.

Second, Russia has intensified its deliberate targeting of civilian energy infrastructure. This is a war crime and puts the lives of millions of Ukrainians at grave risk during the cold winter months.

Third, Russia is using weapons. Last week, a medium-range ballistic missile was launched into Dnipro. Ukraine is not a testing ground for new weapons.

I could go on. But this reckless pattern of Russian activity will only prolong the war and the suffering of the Ukrainian people and pose a serious risk to international peace and security.

There is only one aggressor here, and only one country that has violated the Charter. Reducing tensions requires a focus on deterring Russian aggression.

No one wants peace more than Ukraine, but Ukraine must be able to protect its civilians from these brutal attacks.

Ukraine has the right to self-defense under Article 51 of the UN Charter, and we will support Ukraine's efforts to achieve sustainable peace.
