UNESCO, ICCROM and ICOM support Croatia’s earthquake response to cultural heritage amid COVID-19
UNESCO took swift action after two earthquakes of magnitude 5.3 and 5.1 struck Zagreb, Croatia on March 22, 2020. The biggest earthquake that struck the Croatian capital in the past 140 years, this disaster was exacerbated by the closure due to the current COVID-19 crisis. In response, UNESCO, the International Center for the Study of the Preservation and Restoration of Cultural Property and the International Council of Museums (ICOM) have used online tools to support the ability of Croatian museums and heritage professionals to deal with these multiple crisis layers.
The extensive destruction caused by the earthquake did not spare the city’s unique cultural heritage, which led to the collapse of one of the towers of Zagreb Cathedral, and damaged a large number of public and residential buildings in the old town, as well as its value exhibitions and collections in a number of famous museums in the city.
In response to the earthquake, UNESCO, in cooperation with ICCROM, ICOM with its Croatian National Committee and its International Museum Management Committee (INTERCOM), and the Documentation Center of the Museum and Ethnographic Museum in Zagreb, co-organized the first online workshop for museum directors in Croatia on 4 and 5 May 2020 The workshop, entitled “Learning from Disasters and Epidemics”, aims to attend more than eighty professionals – museum directors, museum scientists, cultural heritage experts, engineers and policy makers. To enhance the capabilities of museum directors in Croatia to effectively manage the twin earthquake and COVID-19 crises.
Workshop discussions revealed that the current COVID-19 crisis has exacerbated the earthquake’s impact on cultural heritage, leading, for example, to significant delays in the evacuation of groups at risk due to health measures and closures, and interruption of ongoing renovation projects in museums that may take longer to end In light of the current health crisis.
“We are in an unprecedented situation,” said Ernesto Otoni R., UNESCO Assistant Director General to COVID-19, that it challenges international, national and institutional capacities and coordination mechanisms for disaster response such as the earthquake in Croatia, which has had a major impact on culture, including museums. Civilization. “Despite these challenges, UNESCO continues to support its member states in protecting cultural heritage, including through capacity-building and expertise initiatives.”
“The COVID-19 and the resulting closures have left cultural heritage vulnerable to a variety of risks.” Weber Nduro, General Manager of ICCROM added: “Add to that additional risks, and you end up with exhausted museums and national institutions that need support.” Through The online training designed as part of our program on first aid and resilience for cultural heritage, and the resources and expertise we provide, ICCROM aims to help cultural decision-makers make meaningful and strategic options to protect and preserve heritage. “
The Museum of Arts and Crafts, the Museum of Croatian History and the Museum of the Croatian School have suffered major structural damage and are no longer accessible at this time. The Museum of Arts and Crafts recently celebrated its 140th anniversary on February 17, 2020, and it represents one of the first institutions of its kind created in Europe in the late nineteenth century.
Likewise, the Archaeological Museum of Zagreb and the Croatian Museum of Natural History are temporarily inaccessible. The Archaeological Museum – which contains more than 450,000 artifacts – was seriously damaged by the permanent display and objects.
The workshop provided the participants with an opportunity to learn and discuss the damage and risk assessment process for museums, groups and staff after the earthquake taking into account the additional challenge posed by COVID-19. The workshop covered the main steps in developing a coordinated action plan to address recovery needs and mechanisms, which includes relevant actors from emergency management, cultural heritage, policy areas, as well as local communities. It was also discussed strengthening the museums critical role in psychological and social recovery and its contribution to the welfare of societies.
This marks a first step in UNESCO’s continuing support for the post-earthquake response efforts of Zagreb’s cultural heritage. The United Nations Educational, Scientific and Cultural Organization (UNESCO) has put at the disposal of the Croatian authorities and institutions a list of its international experts to provide technical advisory services remotely in the short term, as well as access to the Heritage Emergency Fund in order to take measures to stabilize emergencies in the main cultural heritage sites in Zagreb.
