Hollywood man arrested for selling child sex abuse videos online, authorities say

HOLLYWOOD, Florida. A tip to Hollywood police that one of the town's residents was posting child sexual abuse material online could potentially lead to further investigation and federal criminal charges.

That's according to court documents obtained Thursday by Local 10 News.

Rovens Pascal, 21, made a series of transactions with an undercover agent to exchange child sexual abuse videos in exchange for money, the FBI alleges.

He agreed, authorities say, to sell law enforcement videos showing young children being raped in exchange for $30.

U.S. Marshals incarcerated Pascal in Broward Main Jail following a search of his residence Tuesday; he appeared in federal court in Fort Lauderdale the next day.

According to a federal criminal complaint, the investigation began after Hollywood police received information from the National Center for Missing and Exploited Children in September 2022 and 2023 that Pascal had posted sexual abuse material online on kids on X, the social media platform formerly known as Twitter.

The company, authorities said, closed Pascal's first account in September 2022 after he reported the download.

A year later, the company reported a new account and closed it as well, according to court documents.

An FBI agent states in the federal criminal complaint that an undercover online employee began communicating with Pascal on the messaging app Telegram on November 1.

They arranged for Pascal to sell up to 24 GB of child sexual abuse material to the agent in exchange for $40 and provided him with a seven-minute sample video, authorities allege; Agents said he told the agent he had more than 200 GB of files that he would sell in exchange for more money.

Most of my youngest are between 6 and 8 years old, authorities said in a conversation with the agent. Eventually, Pascal agreed to sell the files for $30, which law enforcement sent to his Cash App account, according to court documents.

On November 8, authorities said they used another Telegram account to purchase more files from Pascal.

Authorities said Pascal agreed to sell the agent, who asked young people…under the age of 10, more than 100 GB of child pornography for $30; he provided several samples.

Court documents describe three additional transactions with undercover law enforcement agents.

Authorities say that in a settlement, after a second officer asked him if he had videos showing young children specifying 2 as the victim's desired age, Pascal provided a 56-second video sample of 'a girl being raped.

Afterward, Pascal agreed to sell law enforcement 20 GB of child sexual abuse material for $30, according to court documents.

Authorities would go to Pascal's home on North 72nd Terrace near Bicentennial Park on Tuesday after obtaining a search warrant, according to court documents.

According to court documents, they discovered Pascal had returned to X and had a conversation with another user that contained a screenshot of several child sexual abuse videos. Authorities said they found more child sexual abuse material stored in two cellphones.

U.S. Magistrate Judge Panayotta AugustinBirch ordered Pascal to remain detained on charges of possession and distribution of child pornography until a hearing scheduled for Wednesday in federal court in Fort Lauderdale.

He remained in custody at the Broward Main Jail Thursday.
