A court in the Italian city of L’Aquila has upheld a ruling that seven young people who were among the 308 victims of the April 6, 2009, earthquake that struck the central Italian city were responsible for the disaster, the Abruzzo daily Il Centro reported on Monday. The judge said the people should have left their homes, rather than stayed inside, after two strong tremors, one at 23:00 and the other at 1 a.m., before the deadly quake struck at 3:32 a.m. As a result, he said, the victims share the blame. It’s a controversial point, as experts have downplayed concerns about a potential disaster during the seismic activity in the run-up to it. In that case, relatives of the victims sued the heirs of the building’s builder, who has since died, for irregularities in how it was built, and the Interior Ministry, the Ministry of Transport and Infrastructure, and the city council for failing to conduct proper oversight. Seven members of the Major Risk Prevention Committee were convicted over information people received before the quake, but those sentences were later overturned, with the exception of Bernardo De Bernardinis, the former deputy head of the Civil Protection Agency’s technical division, whose conviction was upheld by the Supreme Court, while the sentence was reduced.
