The Pentagon is working on plans to send troops to protect the US Embassy in Kyiv

Plans to return US forces to Ukraine to guard the recently reopened US embassy in Kyiv are underway at a relatively low level, Gen. Mark Milley, chairman of the Joint Chiefs of Staff, said Monday.

The Wall Street Journal reported on Sunday that officials were considering sending special forces to Kyiv to guard the US Embassy. The effort is tricky, as it requires balancing the security of US diplomats while avoiding what Russia might view as an escalation.

Some of the things that may have surfaced in the media are planning efforts that are underway at a relatively low level, Milley told Pentagon reporters, appearing to refer to the Journals report.

Milley added that any reintroduction of US forces into Ukraine would require a presidential decision.

The Biden administration reopened the U.S. embassy in Kyiv last week after closing it ahead of Russia’s Feb. 24 invasion of Ukraine.

President Biden has always promised that no American troops would be sent to Ukraine to help the forces there, although there are thousands of military personnel based just outside its borders in countries like Poland and Romania.

Milley said there are now about 102,000 American troops based in Europe, an increase of more than 30% since the start of the war.

Last fall, the U.S. Army had about 78,000 [U.S. European Command] Army, Navy, Air Force, Marines and Space Force, Milley said. In a few months, we have increased this by more than 30%.
