Japan strives to avoid power outages in Tokyo after earthquake led to grid extension

Japan is scrambling to keep the lights on in Tokyo on Tuesday, as freezing temperatures and power plant cuts in the wake of last week’s powerful earthquake put the Japanese capital at risk of blackouts.

The situation across the Tokyo area is “extremely tight,” and there could be partial power outages if supply shortages persist, according to an official with Tokyo Electric Power Holdings Inc. He added that there are currently no plans for a power outage.

The country’s Industry Ministry has warned that the city’s energy supply is expected to fall below the level of demand in the evening.

The ministry called for more efforts to conserve power, saying that it may need to make stronger requests to users depending on the situation during the day. Industry Minister Koichi Hagiuda said earlier that households and businesses need to reduce energy consumption as much as possible, after the government issued the first warning of an energy supply crisis in the Tokyo region on Tuesday.

The country’s electricity supply has been reduced since the powerful earthquake that hit the northeastern region last week and halted several power plants. Japan has very limited energy reserves, utilities are retiring old oil-powered plants and most nuclear reactors remain shut down after the 2011 Fukushima disaster.

Japan has ordered nearly all of the country’s regional utilities to send backup power supplies to the Tokyo region, according to a statement issued by the grid coordinator on Tuesday. It added that TEPCO will receive 1.4 gigawatts from seven in the morning until four in the evening local time on Tuesday.

The company said on the website that TEPCO expects to see peak demand around 4 pm to 5 pm local time. The company sees energy demand outstripping supply, with reserves falling to -4.8% on Tuesday. Tohoku Electric Power Co. , which serves an area next to Tokyo, expects reserves to fall to 0%. Prolonged drop to less than 1% may result in power outage.

Tepco requires homes and businesses to turn off non-essential lights and heat them at 20°C to save electricity.

The Ministry of Industry has indicated that it may be the most severe electricity shortage since 2011, when TEPCO conducted a planned blackout amid an electricity crisis following the powerful earthquake, tsunami and triple meltdown at the Fukushima Nuclear Power Plant No. 1 in March of that year.

The March 11 disasters prompted widespread calls for energy conservation and limited power outages, and also prompted the creation of the current warning system.

An earthquake in northeastern Japan last week knocked out several power plants, driving up wholesale electricity prices. To make matters worse, natural gas and coal prices have soared due to global fuel shortages, making it too costly for the country’s public utilities to buy spot supplies quickly.

Cooler-than-normal temperatures were expected for Japan on Tuesday, according to data compiled by Bloomberg. Cloudy weather is also expected in most parts of the country, which will limit the production of solar power facilities.

The average price for delivery power the next day jumped to 64.06 Japanese yen (54 cents) per kilowatt-hour on Monday, the highest price since January 2021, according to data compiled by the Japan Electric Power Exchange. Japan’s average daily energy price between 7:30 a.m. and 11 p.m. for Tuesday’s delivery was 80 yen, the actual limit set by the government last year.

About 3.3 gigawatts of electrical capacity is still off due to the impact of last week’s earthquake, the Commerce Department said on Monday, putting pressure on already tight supplies. More than 6 gigawatts were offline last week right after the earthquake.
